CE certification for humanoid robots: a buyer's checklist (2026)

CE certification is not optional
Any humanoid robot placed on the EU market must carry CE marking and conform to the applicable EU legislation. For most buyers, the most relevant frameworks are the Machinery Regulation (EU) 2023/1230, the EMC Directive, the Radio Equipment Directive (RED) if the robot has wireless connectivity, GDPR if it processes personal data, and the EU AI Act if it uses higher-risk AI systems.
This guide gives a buyer-level checklist. It is not legal advice, but it should help you ask the right questions before signing a purchase order.
The Machinery Regulation checklist
From January 2027 the new Machinery Regulation becomes mandatory and explicitly addresses robots and AI-enabled systems. Until then, the Machinery Directive 2006/42/EC still applies. In practice, a compliant robot should come with a CE Declaration of Conformity, a technical file, a risk assessment, user instructions in an EU language, and identification of the manufacturer and authorised representative.
Before purchase, request the Declaration of Conformity and check which directives and standards are listed. Common harmonised standards include EN ISO 12100 for risk assessment, EN ISO 10218 for industrial robots if applicable, and EN 62368-1 for electrical safety.
EMC and RED
A humanoid with motors, cameras, lidar and computers emits electromagnetic noise and is sensitive to interference. The EMC Directive requires testing to show that the robot does not disturb other equipment and operates correctly in its expected electromagnetic environment. If the robot has Wi-Fi, Bluetooth, 4G/5G or other radio modules, the Radio Equipment Directive also applies, often requiring a notified-body opinion for non-harmonised frequency bands.
The easiest way to verify this is to ask for the EMC and RED test reports. If the seller cannot provide them, you may need to arrange retesting in Europe, which can cost tens of thousands of euros.
GDPR and the AI Act
Humanoid robots usually carry cameras, microphones and sometimes biometric sensors. If they capture images, video or audio of identifiable people, GDPR applies. You need a lawful basis for processing, clear signage where required, data-retention limits and appropriate security measures.
The EU AI Act adds another layer for higher-risk AI systems. A general-purpose research platform in a controlled lab is unlikely to be high-risk, but a robot deployed in public spaces, healthcare or education may be. The AI Act obligations include risk management, data governance, transparency, human oversight and registration in some cases.
Importer of record responsibilities
If you import the robot yourself, you become the importer of record. That means you must verify CE conformity, ensure labelling and documentation are correct, and keep a copy of the Declaration of Conformity for ten years. Buying through an EU distributor shifts most of these duties to them, which is why many first-time buyers prefer that route.

A buyer's CE checklist
Use this checklist before committing to a purchase: 1) Has the manufacturer issued a CE Declaration of Conformity? 2) Does the technical file cover the Machinery Regulation or Directive, EMC Directive and RED if wireless? 3) Are user instructions available in an EU language? 4) Who is the authorised EU representative? 5) Is the importer of record identified and agreed? 6) Have GDPR and AI Act obligations been documented for the planned use case? 7) Is there a written warranty and service arrangement in the EU?
If any of these answers are unclear, get clarification in writing before paying a deposit. The cost of fixing compliance after delivery is almost always higher than the cost of choosing a compliant product.
